The Use of Sunbeds

A submission by the EHOA to the Department of Health & Children on the Introduction of Legislation Governing the Operation of Sunbeds

In line with recommendations from the World Health Organisation, the Environmental Health Officers’ Association would recommend the following:

  • A premises notification system shall be introduced to enable regulation by the relevant authority.  All sunbed service providers shall be registered/licensed.
  • The use of sunbed facilities by persons under the age of 18 shall be prohibited – in line with ICNIRP, WHO and Euroskin recommendations.
  • Unsupervised or self service sunbeds shall be prohibited.
  • All staff members shall be fully trained in sunbed use, associated health risks, recognition of skin types, recognition of pre-existing skin conditions that result in a person being unsuitable for sunbed use, recognition of pre-existing medical conditions that result in a person being unsuitable for sunbed use.
  • Warning notices shall be prominently displayed and shall be in line with WHO recommended warning notices.
  • Each client shall be required to complete a consent form prior to starting a sunbed session regardless if they plan on using the sunbed once or more often.
  • Records shall be kept of every visit – these shall be kept with that client’s consent form.
  • Eye protection shall be worn and free of charge.
  • The highest standards of premises and equipment maintenance and hygiene shall be maintained.  Equipment shall be checked for the CE mark – conformance with EN 603352-27 – any problems/concerns refer to the Consumer Agency.
  • Products designed to accelerate the tanning process are not recommended.
  • In accordance with the WHO and ICNIRP, the use of sunbeds is not recommended for Vitamin D enhancement.  Claims advertising this and other health benefits shall not be made.
  • It is strongly recommended that any therapeutical use of UV radiation has to be restricted to medical units under the supervision of a physician.
  • Enforcement of EN 603352-27 re: total UVR output – discussed this matter with the National Consumer Association who have responsibility for enforcing this standard and all product safety standards.
  • Should testing be carried out – unable to find out as of yet who is responsible for this area – not the RPII.  What standard is to be used, what equipment?
